MLAs' base salary $61,800, premier's total pay $125,000

PATRICIA D'SOUZA

All members of the legislative assembly received a base salary, or "MLA indemnity," of $61,800 for the fiscal year ended March 31, 2003.

The speaker of the assembly and the six members of cabinet receive a "ministerial indemnity" of $53,200. The premier receives a ministerial indemnity of $63,200.

Jack Anawak received a ministerial indemnity of $50,131 for the part of the year he spent in cabinet.

Regular members who sit on committees receive a "committee indemnity," and those who perform extra duties, such as chairing a standing committee or serving as deputy speaker receive an added bonus.

As deputy speaker, Uriash Puquqnak receives an extra $6,200. Enoki Irqittuq and David Iqaqrialu, who serve as deputy chairs of committee of the whole, receive an extra $3,600 each.

MLAs also receive a northern allowance, paid at the same rate as employees of the Government of Nunavut. The amount varies depending on the member's home community.

However, the legislative assembly allows MLAs to bank their northern allowance as a lump sum, instead of having it paid incrementally. This enforced method of saving allows the money to accrue interest.

Jobie Nutarak and David Iqaqrialu, who chose this option, did not receive their northern allowances until the end of the fiscal year. This reduces their reported salaries by several thousand dollars. Last year, Iqaqrialu was the highest-paid regular MLA, with total indemnities of $93,660.

The living allowance paid to each member is meant to cover the cost of accomodation, meals and taxis while they are in Iqaluit. It also covers the cost of travel for constituency business.

The living allowance is non-taxable. In addition, the first $1,000 of the base MLA indemnity is tax-free.
